The Annual All-Russian Forum Strategic Planning in Regions and Cities of Russia finalized its work on October 21, 2008 in St. Petersburg.
Forum organizers: State Duma of the Russian Federation, Ministry for Regional Development of the Russian Federation, Ministry for Economic Development of the Russian Federation, Saint-Petersburg City Administration, Center of Strategic Research, ICSER Leontief Centre. About 1000 representatives from national, regional and local authorities from practically all regions of the Russian Federation, municipalities, business, scientific and expert community took part at the Forum. Forum plenary sessions have been devoted to the discussions of RF strategic planning system development and quality improvement of strategic planning at all levels of government. During the Forum days 20 round tables took place devoted to various aspects of current practice of strategic planning, coordination of sectoral and territorial priorities of various levels, approaches to industrial and social infrastructure allocations, private-public partnerships development. Special discussions with regional representatives were organized around the results of analytical innovative activities implemented under commission of RF Ministry for Regional Development and providing perspectives of balanced development of all federal districts in the context of sectoral policies taking into consideration infrastructural restrictions and trends on the labour market. These innovative activities implemented for the first time in the modern Russian strategic planning practices in common methodology for all sectors and regions, allow to receive mutually comparable and balanced on resource and infrastructural restrictions long-term scenarios of development of all sectors and regions and providing their coordination with long-term scenarios of economic development for Russia as a whole. In future these innovative activities are planed to be used for coordination of federal, sectoral and regional strategies as well as for elaboration of federal districts development strategies in the new format. Following the Forum discussions on the basis of participants proposals, the recommendations to federal authorities, RF regional authorities and municipalities are in the process of preparation.
